Paul Cargill
For much of his 40+ year career, Paul has been a leading international lawyer advising governments and corporations on the development, legal structuring and operation of large-scale power plants and oil and gas and mining projects. He has also represented international banks lending to these types of projects.
Paul was a partner of the international law firm, Mallesons Stephen Jaques (now King & Wood Mallesons) for 31 years before commencing his own private business consultancy providing strategic business advice to major corporations and governments.
Paul’s clients (including whilst a partner at Mallesons) have included:
- the Government of Lao PDR
- the Government of Papua New Guinea
- two Chinese Government State owned corporations, Metallurgical Corporation of China (MCC) and China National Overseas Oil Company (CNOOC)
- three PNG Government State owned corporations, National Petroleum Company, Petromin (PNG) Holdings Limited and Mineral Resources Development Company
Paul has advised on mining and energy projects in Australia, Laos, Papua New Guinea, Thailand, China, Indonesia, USA, Greece, Finland and New Zealand.
Euromoney magazine has previously nominated Paul as being one of the world’s leading Energy and Resources Lawyers and, separately, as one of the world’s leading Project Finance Lawyers for excellence in the Asia Pacific region. He has also been nominated as a leading individual in the Euromoney Guide to the World’s Leading Energy and Natural Resources Lawyers.
Jane Furniss
Jane Furniss is an Australian qualified lawyer with over 20 years’ experience in legal and commercial aspects of large energy, resources and infrastructure projects and in senior management, business and governance roles.
Jane advised the Government of Lao PDR in respect of two thermal projects in 2017 and 2019. She has worked extensively on strategic capacity building initiatives in Lao PDR over the last eight years including World Bank funded projects promoting a more sustainable hydropower sector and an extensive multi-disciplinary international dam safety review in 2019.
In addition to her skills in the energy and resources sector, Jane's niche expertise is in social and environmental aspects of the sector. This has included ensuring developers' accountability for their environmental and social obligations, as well as helping government clients achieve strategic capacity development and business development benefits from major projects through preference and national content frameworks.
